  • IRDAI Circular on cessation of the practice of allowing additional line of business/department to SL

The Insurance Regulatory and Development Authority of India (“ IRDAI ” or “ Authority ”) has released a Circular applicable to all licensed Surveyors and Loss Assessors dated October 10, 2025, bearing reference number IRDAI/SUR/CIR/MISC/115/10/2025, regarding ‘Cessation of the practice of allowing additional line of business/department to surveyor and loss assessors based on categorization letter issued in 2001-02’ (“ Circular ”).

The key highlights of the Circular are as follows:

  • The IRDAI had categorised individual Surveyors and Loss Assessors (“ SLAs ”) bearing a valid surveyor license prior to the IRDA Insurance Surveyors and Loss Assessors (Licensing, Professional requirements and Code of Conduct) Regulations, 2000 (“ SLA Regulations ”). Prior to SLA Regulations, there was categorization of an individual SLA in several lines of business/departments (“ LOB ”).
  • Post notification of the SLA Regulations, an individual SLA was restricted to have only three LOBs out of the categorized LOB, on his surveyor license.
  • In furtherance of the SLA Regulations, the IRDAI issued a Circular dated February 04, 2020, bearing reference number IRDA/SUR/CIR/MISC/042/02/2020 (“ 2020 Circular ”), allowing addition in LOB on Surveyor license of an individual SLA on the basis of categorization letter issued by the Authority, to SLAs having relevant educational qualification and continuously renewed license. The restriction on number of LOBs on an individual surveyor license was also uplifted.
  • Since the notification of 2020 Circular, IRDAI has noted the receipt of numerous applications from individual SLAs seeking LOB additions without conducting any survey on the concerned LOB since 2002. Given the rapid technological advancements, the experience gained prior to 2001-02 in the concerned LOB has become obsolete and the same requires an update to ensure fair assessment of an insured loss.
  • In light of the above, the 2020 Circular bearing reference number IRDA/SUR/CIR/MISC/042/02/2020, allowing LOB additions based on categorization letters is now repealed with immediate effect.
  • The individual SLAs continue to be eligible for the relevant LOB subject to fulfilment of eligibility criteria stipulated under Regulation 3 of the IRDAI (Insurance Surveyors and Loss Assessors) Regulations, 2015 (“ 2015 Regulations ”), as amended from time to time.
  • Further, any addition of LOBs on the surveyor license of the SLA shall be in adherence to the Proviso under Regulation 27 of the 2015 Regulations, as amended from time to time.
